Ms. File-Barlow was unable to attend the meeting due to a prior commitment.

President Purcival thanked Vice President McCollum for conducting the November 2009 Council Meeting in her absence.

Vice President McCollum made a motion, seconded by Mr. Kilgallen, to accept the Minutes of the 11/18/09 Council Meeting as submitted; motion carried.

The following funds were received during the past month (November):

1) Recorder of Deeds - $1,602.30

2) License & Inspections - $1,818.00

3) Fire Marshal – Inspections - $25.00

4) Police Reports - $45.00

5) Police Department – Polygraph Tests (2) - $250.00

6) Court Financial Services – restitution - $12.50

Tax Collection

Tax Claim Bureau - $426.81

Tax Collector – Olivia Avila-Deitman - $2,517.43

Central Tax Bureau (Earned Income Tax) - $15,597.01

Regional Court

District Court - $1,337.66

Total income for November 2009 = $ 23,631.71

The Secretary read a letter from Allen Biehler, Secretary PA Department of Transportation, informing the Borough that the State Police Fines and Penalties payment in the amount of $725.84 will be paid to the Borough on 12/1/09.

The Secretary read a letter from the PA Department of Environmental Protection informing the Borough that the NPDES Permit PAG050075 is cancelled effective 12/9/09.  This letter has been forwarded to the Borough Engineer for follow-up.

The Aston Angel Network asked that the Secretary announce drop-off points for their Holiday Toy Drive donations.  The drop-off points are Crilly’s Care Cures, Parkside Elementary School and Parkside Fire Department.

A letter from John E. Pickett, Director of the Delaware County Planning Department, was read.  The DCPD is offering assistance to all Boroughs in drafting the appropriate revisions to their Zoning Codes relative to billboards and off-premises advertising.
